This is a delivery-focused contract for a small public sector company, delivering a change programme tied to a live service transition. You will take ownership of moving an established grant delivery function between two organisations while maintaining continuity, alongside shaping a new operating model for future delivery. This is a hands-on role with clear milestones, complex stakeholders, and immediate impact.


The Role and Deliverables

  • Lead the migration of an existing grant delivery function and team from one organisation into a new operating structure, ensuring no disruption to live services.
  • Manage end-to-end delivery of a defined project plan covering legal agreements, financial flows, governance, systems, and data ownership between two public sector entities.
  • Oversee workforce transition activity, including staff transfer, consultation, and alignment of roles, working closely with HR and legal teams.
  • Coordinate cross-functional workstreams including HR, legal, finance, IT, and data to deliver a fully operational service in the new structure.
  • Develop a second project plan to stand up a new grant management function, including target operating model, governance, and delivery processes.
  • Provide programme governance, including RAID management, reporting, and executive-level updates to senior stakeholders and board-level forums.

Your Skills & Experience
  • Strong experience delivering organisational change tied to live service transitions or operating model redesign.
  • Proven track record managing workforce change such as TUPE, restructures, or team migrations.
  • Experience delivering programmes involving multiple organisations, governance structures, and senior stakeholders.
  • Strong capability across programme planning, governance, risk management, and executive reporting.
  • Experience working across HR, legal, finance, and operational teams to deliver end-to-end change.
  • Confidence operating in politically sensitive or highly governed environments, ideally within the public sector.
